Aim目的:
▪ Higher protection from hazardous
chemicals (current Directive does not
provide sufficient protection)

▪ Reduce the number of unsafe and non-
compliant toys. Toys have been the most
recalled product for many years, mainly
from online operators who do not invest in
safety compliance减少不安全和不符合规定的

Background and effective date 背景及实施时间
Effective Date 实施时间:
▪ Articles 28 to 44 and Articles 49 to 55 shall
apply from 1 January 2026
第28条至第44条及第49条至第55条自2026年1
月1日起适用
▪ Other requirements apply from 1 August 2030
其他要求实施时间为2030年8月1日
▪ EC type-examination certificates issued in
accordance with Article 20 of Directive
2009/48/EC shall remain valid until 1 February
2031, unless they expire before that date
根据2009/48/EC号指令第20条签发的EC型式检
验证书，有效期至2031年2月1日，除非其在上
述日期前已到期。

Toy scope remains the same玩具范围保持不变
Products which are designed or intended,
whether or not exclusively, for use in play by
children under 14 years of age.设计或旨在供14岁

▪ Intended for use in play is considered where a parent or
supervisor can reasonably assume the intended use for
